On December 22nd, 2017 "Guizhou-Cloud Experts Review" seminar was held on Guizhou provincial CPPCC. The seminar was hosted by Xie Xiaoyao, vice president of Guizhou provincial CPPCC, deputy head of Big Data Development Leading Group, head of the expert group of 2017 "Guizhou-Cloud Experts Review", who delivered remarks in the meeting. Fifteen experts from 10 departments attended the seminar, such as Guizhou Provincial Big Data Development Administration, Provincial Department of Science and Technology, Guizhou Provincial Information Center, Guizhou University, Guizhou University of Finance and Economics.

In the seminar, a comprehensive review was conducted on 22 Clouds and 10 "Municipal Clouds" yet examined in the August performance assessment under the 46 departments which have been appointed as the head of Clouds by the provincial government, aiming to objectively reflect the construction status of "Cloud Project" and its challenges if possible. This seminar will comprehensively embody the development of government's data application, step up efforts to build up the "Cloud Project" and realize "gathering for sharing" for the data on government services, and foster the deep integration of big data with various fields, further improving governance and livelihood service. The review and exchanges will contribute to the promotion of the project construction, application and development.
In the seminar, Chen Jianzhong, deputy head of the Expert Group of "Guizhou-Cloud Experts Review", chairman of Electronics Information Society, the former president of Guizhou University of Finance and Economics, and professor of Information Science and Technology, reported the progress, achievements, and also major challenges and advices in the review. There were 5 chief experts who separately detailed the document review and the evaluation and advices on the 22 Clouds directly under the provincial government and 10 "Municipal Clouds". These Clouds were fairly and openly accessed in accordance with the regulations of Comprehensive Assessment Index System for Cloud Project in Guizhouand Guizhou-Cloud Municipal Sub-Platform Construction Assessment Index System (Provisional). The 22 Clouds are prosecution, letters and calls, ethnic religion, colorful police, civil administration, judicial, agriculture, water resources, culture, audit, forestry ecology, radio and television, copyright, sport, law-based governance, air defense, finance, poverty alleviation, national tax, labor union, youth, women's federation Clouds; the 10 Municipal Clouds are Guiyang, Zunyi, Liupanshui, Anshun, Bijie, Tongren, Qiandongnan, Qiannan, Qianxinan, Gui'an New Area Clouds.
Xie Xiaoyao highly appreciated the results generated from 2017 "Guizhou-Cloud Experts Review". He mentioned, this activity showed the full implementation of the guiding principles from the 19th National Congress and the 12th provincial party congress, and the promotion of the big data strategic action. It will effectively foster the "gathering for sharing" for the government data, comprehensively evaluate the practices of "Head of Cloud" system, and advance the deep integration of the big data with various fields. He also pointed out that under the guidance of the Provincial Big Data Administration, 2017 "Guizhou-Cloud Experts Review" has made preliminary achievements through the objective and fair assessment with the dedication of accountable experts. In the future, the index assessment plan should be continuously improved with reference to the situation in Guizhou. The enhancement of application ability should be highlighted to build up the "Cloud Project" and realize "gathering for sharing" of the government service data, promoting the deep integration and development of big data and real economy. While the governance and livelihood services are being further improved, it is expected to make people benefit from the development of big data.
